This deliverable focuses on the presentation and implementation of T7.2 “Action roadmap and plan for 2030 - 2100 to reach a just risk resilient society” on the four CSAs of the C2IMPRESS project. First of all, we provide some definitions central to the concept, such as resilience and disaster resilience, vulnerability, climate justice and just climate transition, as proposed by the European Union (EU). Secondly, we thoroughly explain the methodological approach we followed to develop the framework of the “roadmap to reach a just risk resilient society” for each CSA, including examples of local interventions and solutions. The final action roadmap proposed by each CSA is presented, including a selected hazard scenario, recording of the vulnerable and exposed groups regarding this scenario (e.g. elders, homeless people), the existing policies and emergency procedures involved in the DRM and the shared “Just Disaster Risk Reduction” vision of each CSA for the future of its territory. A comparative analysis of the four action roadmaps is also presented.

This deliverable – D6.3 – is part of the Work Package 6 (WP6): “Implementation and validation at CSA” led by the National Laboratory for Civil Engineering (LNEC).
The objectives of WP6 are to ensure smooth operation and coordinated case study implementation of C2IMPRESS products towards better model prediction, development of decision support tools and finer robust data generation while validating effectiveness of methodologies, models and tools used to deliver the C2IMPRESS solution, namely:
•
deploy and validate decision support microservices
•
estimate future high-impact extreme weather events and evaluate ecosystem risk
•
Climate Change & Adaptation (CCA) based on scenarios, big data generated and accessed
•
develop/improve & validate weather/flood forecasting and early warning systems, and Drought Risk Management Framework and
•
assess ecosystem-based adaptation (EbA) for pertinent ecosystem services important to particular Case Study Areas (CSAs).
D6.3 reports the final version and outcomes of the validation of different methods/frameworks, models and other activities developed/improved for each case study area, including the final results of the Public Private Civil Partnership (PPCP) approach.
For the cases where the models, methods and microservices were already the subject of submitted deliverables, including D6.1, the present document will refer to the submitted deliverables for a more detailed description of the developed work.
D6.3 also reports on the tasks developed in WP6, which have not been subject to a previous report, namely the long-term simulation of forecasting models for climate change scenarios (Task 6.1 - section 5), the estimation of future multi-hazard risk considering climate change scenarios at CSA level (Task 6.2 - section 6), the assessment of future multi-hazard risk profiles and their impacts under and different scenarios using Agent-Based Modelling (ABM) and training to stakeholders (Task 6.5 - section 7), and the assessment of the cascading effect of hazards and EbA approaches for future Multi Hazard Risks management (Task 6.6 - section 8).

The project, whose full name is CO-CREATIVE IMPROVED UNDERSTANDING AND AWARENESS OF MULTIHAZARD
RISKS FOR A DISASTER RESILIENT SOCIETY and whose acronym is C2IMPRESS, is supported under
the Horizon Europe program under the call HORIZON-CL3-2021-DRS-01. In response to the pressing global
and European need, the C2IMPRESS project addresses the evident gaps in data, understanding, and
awareness concerning compound weather and climate extremes. With the backdrop of insufficient
governance mechanisms heightening community vulnerability, this initiative champions a transformative
shift from the prevailing 'hazard-centric' methodologies to a pioneering 'people and place'-centric approach
to multi-hazard risk and resilience assessment.

The Living Lab (LL) was attended by 21 stakeholders (Table 1), with a predominance of representatives from the public sector (as has been customary, given its role in emergency planning, policy development, and supervision). The public sector was the majority, with 16 representatives (counting with 6 members of the team), followed by 4 representatives from the private sector and 1 from civil society. Nevertheless, it can be stated that a heterogeneous representation of local communities was achieved, notably with the inclusion, for the first time in the course of these Laboratories, of a representative from health services (a critical sector in the context of civil protection and responses to environmental risks) and a representative from a major national civil association focused on water resource management. Two other new entities have joined, one responsible for water resource management and one from the municipality of Coimbra.
