<summary type="text">Road user behaviour on pedestrian crossings and intersections: How to transform it into the compliance KPIs?

Road safety key performance indicators (KPIs) provide essential insights into factors associated with crash and injury risks. The Trendline project, involving 25 EU Member States, focuses on collecting and analyzing road safety KPIs to inform policy decisions. In addition to standard KPIs recommended by the European Commission, the project explores ten experimental KPIs, including road users’ compliance with traffic rules at pedestrian crossings and intersections.&#13;
&#13;
Compliance with traffic regulations is closely linked to improved road safety, making it a relevant KPI. Research shows that countries prioritizing compliance with key safety rules have achieved faster safety progress. However, existing observational studies, often relying on manual observations, video recordings, or surveys, may not fully meet KPI requirements in terms of coverage, technology, and collected data. For compliance KPIs to be effective, they must ensure standardized, reliable, and comparable data collection across locations and time.&#13;
&#13;
This study proposes a methodology for transforming pedestrian and driver compliance behaviour into measurable KPIs. Based on a literature review and practical testing, the approach relies on human observers collecting data at standardized locations, free from confounding factors. Observations cover both pedestrians and drivers at unsignalized and signalized crossings, focusing on priority rule compliance and red-light adherence. The final KPI will be defined as the percentage of compliant users, disaggregated by age, gender, and vehicle type.&#13;
&#13;
The communication presents findings from pilot studies conducted in Czechia, Hungary, and Portugal, evaluating data collection feasibility and methodology reliability. Additionally, the project is developing guidelines to standardize compliance KPI measurement and promote best practices. Preliminary results from the pilot studies will also be discussed, providing early insights into the effectiveness of this approach.

<summary type="text">Avaliação de acidentes em travessias pedestres para identificação de fatores de risco utilizando redes neurais artificiais

Este trabalho analisa acidentes envolvendo pedestres em travessias urbanas, buscando identificar fatores de risco e propor medidas de mitigação com base em modelos de previsão de acidentes (MPAs). A pesquisa recorre a Redes Neurais Artificiais (RNA) aplicadas a uma base de dados da Autoridade Nacional de Segurança Rodoviária (ANSR) referente ao período de 2017 a 2021. Embora os modelos apresentem alta taxa de acerto, o poder discriminativo foi limitado pela predominância de casos de feridos leves (92%). Os principais fatores de risco apontados envolvem falhas na sinalização luminosa, iluminação noturna insuficiente, más condições de bermas e pavimento, além de limites de velocidade elevados em zonas urbanas. A comparação entre os períodos pré-COVID19 e COVID19 revela redução significativa no número de acidentes e alterações no perfil etário das vítimas mortais. Como trabalho futuro, recomenda-se a exploração de outros algoritmos de machine learning para melhor lidar com a distribuição desequilibrada dos dados e aprimorar a identificação dos fatores críticos associados à sinistralidade pedonal.

The development of the pedestrian infrastructure must consider the heterogeneous characteristics of pedestrians and their varying levels of vulnerability, thereby adopting a universal and inclusive urban design. In line with the objectives set out by PENSE 2020 and following the principles of the Safe System, these standards are devised to enhance road safety, particularly for vulnerable users, and to integrate knowledge of road safety in urban settings within the Portuguese context of urban design.&#13;
&#13;
Pedestrian pathways are defined within the territorial public domain and cater to individuals traveling by foot, in wheelchairs, or with personal mobility aids. The document focuses on the formal network of pedestrian pathways, including sidewalks, paved pedestrian routes, and crossings, while also acknowledging the spontaneous nature of pedestrian movement along unpaved routes.&#13;
&#13;
Design considerations are comprehensive, addressing the dimensions needed to support various pedestrian activities and the interface with urban elements that affect street furniture placement and pedestrian circulation. The typology of sidewalks chosen is also dependent on the road hierarchy, with distinct recommendations according to the varying levels of interactions between pedestrians and vehicular traffic.&#13;
